Media: Delegations from 13 countries walk out of Baku summit during Israeli President’s speech

Representatives from several countries walked out of the hall during a speech by Israeli President Isaac Herzog on October 15 at the summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), currently being held in Baku. According to the Turkish newspaper *Yeni Akit*, delegations from 13 countries—Iran, Palestine, Pakistan, Saudi Arabia, Turkey, Iraq, Egypt, Kuwait, Qatar, Jordan, Malaysia, Indonesia, and Bangladesh—participated in the walkout.

Other media outlets, however, report a shorter list of participants. *The Times of Israel* and *Ynet* stated that representatives from Iran, Pakistan, Palestine, Turkey, and Kuwait left the hall, but did not confirm the involvement of the other eight countries mentioned by *Yeni Akit*.

The departure of the Turkish delegation was noted by the Anadolu Agency and Euronews, with both outlets specifically mentioning Turkish Foreign Minister Hakan Fidan, who left the hall alongside other members of his country’s delegation.

In his address, Herzog urged Asian nations to expand cooperation with Israel, citing the Abraham Accords—which led to the normalization of relations between Israel, the UAE, and Bahrain—as an example. Addressing the summit participants, he stated: "Peace cannot coexist with terror, and cooperation cannot flourish in an environment of boycotts."

At the same summit, Turkish Foreign Minister Hakan Fidan criticized Israel’s actions toward the Palestinians. He stated that CICA (Conference on Interaction and Confidence Building Measures in Asia) member states cannot fulfill their commitments to strengthening peace and building trust as long as Israel systematically violates the rights of the Palestinians. Fidan also advocated for the establishment of an independent Palestinian state based on the 1967 borders, with East Jerusalem as its capital.

As of the time of publication, the delegations that departed had not issued any direct statements explaining the reasons for their walkout.

The summit of the Conference on Interaction and Confidence Building Measures in Asia is taking place in Baku, under the chairmanship of Azerbaijan. The organization brings together Asian nations to discuss security issues and foster cooperation.
