A native of Chechnya reported torture in Khabarovsk detention facility

Apti Visayev, a Chechen national, illegally accused of preparing a terrorist attack, reported lawlessness in Khabarovsk-1 detention centre. According to him, cell 364 of the Detention Centre is torture and the competent authorities should check the matter.

Apti Visaev was detained in May 2021. He is accused of planning an explosion in Norilsk on the day of celebration of Victory Day. He later revealed the identity of a secret witness who had given false testimony because of the pressure of the security forces, after which he fled and left Russia.

From the end of 2022, Visaev was detained without explanation in the special unit of the Krasnoyarsk remand centre. Pressure on him was initiated by the investigation to obtain self-incrimination, as reported by his wife Aisha Mutaev. According to the woman, her husband was subjected to inhuman treatment and was in danger. Later, Visaev was transferred to Khabarovsk.
