In Kabardino-Balkaria, young men were arrested on charges of manufacturing explosives

Two teenagers from Kabardino-Balkaria, aged 15 and 17, have been arrested for attempting to manufacture explosives. Russian authorities claim they allegedly acted on instructions from a Ukrainian handler with whom they communicated via instant messaging.

The human rights project "First Department" emphasizes that such cases often involve provocations by security forces, and no evidence of the teenagers' guilt has been presented so far.

The Investigative Committee stated that the teenagers acquired components for an explosive device on instructions from Ukraine and were detained while transporting them.
