The Georgian Parliament has expeditiously passed a bill in its third and final reading requiring organizers of protests in "places where people gather or where vehicles are moving" (including on sidewalks) to notify the police. The responsible person must contact the Patrol Service Department of the Ministry of Internal Affairs (located at the location of the demonstration) in writing no later than five days before the rally.
Residents of the village of Semender in Makhachkala again blocked the highway due to lack of electricity. Starting from August 9, this phenomenon became permanent in the capital of Dagestan, having repeated itself nine times already.
In Makhachkala, they blocked a street in the village of Semender M. Gadzhiev, the road to Karaman, the road in the Reduktorny village, Gamidov and Koshevoy streets, Imam Shamil and Akushinsky avenue. There were also rallies in Izberbash and the village of Belidzhi, Derbent region.
Everywhere people protested against the rolling blackouts of electricity and water. In response, the head of Dagestan, Sergei Melikov, called the desperate residents of the republic "Ukrainian puppets", and going out into the streets - illegal manifestations in order to destabilize the situation.
