Armenian Prime Minister Nikol Pashinyan stated that a significant portion of the current opposition in the country is aligned with foreign interests. Many of its representatives, according to the head of government, effectively act as foreign emissaries.
On May 5, Islam Seynaroyev, the former head of the Ingush branch of the Russian Pension Fund, was detained in Turkey at the request of Russian authorities. He is suspected of organizing a criminal group and embezzling pensions on an especially large scale. Investigators believe that one of his accomplices is Magomed-Bashir Kalimatov, the brother of the head of the republic, who is currently in custody.
The pension scandal began in Ingushetia in October 2022, when pensioners began complaining about payment delays. The head of the republic, Makhmud-Ali Kalimatov, wrote on his Telegram channel that the issue would be resolved by the end of the month, but soon deleted the post. The pension delays persisted, and two weeks later, residents of Magas held a rally in front of the Pension Fund building.
In December, the PFR board replaced the head of the republican branch. Zubair Yevloyev was appointed to replace Islam Seinaroyev, who had held the position since 2012. He stated that delays and non-payments of benefits were due to erroneous data entered into applicants' electronic files.
In February, the FSB conducted mass searches and arrests at the Pension Fund and Russian Post offices in Ingushetia, North Ossetia, and Moscow. According to the agency's press service, "it was established that between 2019 and 2021, members of an organized crime group organized the illegal recalculation of pensions for residents of the Republic of Ingushetia without their knowledge, for the purpose of embezzlement." Pension Fund employees transferred the funds to bank accounts of the Russian Post branch in Ingushetia for cashing. Legitimate pensions were distributed to post offices in the Republic of Ingushetia for distribution to residents, and the funds illegally obtained under the guise of pension recalculations were stolen. Fraudsters entered false information into the Pension Fund's unified electronic document management system regarding one-time payments to 600 pensioners and embezzled these funds, causing damage to the budget system in the amount of over 2 billion rubles.
Thirty-four individuals were detained in a criminal case opened under Part 4 of Article 159 of the Russian Criminal Code (large-scale fraud). Among them is the older brother of Ingushetia's current leader, Magomed-Bashir Kalimatov, the former head of the republic's federal postal service. Commenting on the arrest, Makhmud-Ali Kalimatov said: "He's my brother, it's disappointing for me, but the law is the law."
The investigation considered Islam Seinaroyev, who had managed to flee to Turkey, where he began wholesale fruit sales and rented out expensive villas he had previously purchased, to be the key suspect. At the request of Russian police, he was placed on an international wanted list, so Turkish law enforcement officers detained him and extradited him to Russia.
