The Georgian Parliament has expeditiously passed a bill in its third and final reading requiring organizers of protests in "places where people gather or where vehicles are moving" (including on sidewalks) to notify the police. The responsible person must contact the Patrol Service Department of the Ministry of Internal Affairs (located at the location of the demonstration) in writing no later than five days before the rally.
The Supreme Court upheld a 17-year sentence for a resident of Dagestan who complained of torture
Despite the confession to torture by the security forces and the falsification of the criminal case, the Supreme Court of the Russian Federation upheld the sentence of a resident of Dagestan, Elnar Amirbekov. He was given 17 years on charges of creating an illegal armed formation, preparing to attack law enforcement officers, and setting fires.
According to the defense, all accusations against Amimrbekov of creating an Islamist cell in the Derbent region of Dagestan are untrue. There is no evidence, and the accused himself was tortured by the security forces. Amirbekov's brother and parents testified that, during a search of their house, one of the operatives threatened to plant ammunition. However, despite this, the verdict was upheld.
