Ingushetia has Russia's highest MTPL loss ratio

All regions of Russia's North Caucasus were among the country's regions where motor third-party liability insurance payouts, including insurers' operating expenses, reached or exceeded the amount of premiums collected. The most severe situation was recorded in Ingushetia, where the ratio reached 467%, according to data from the Russian Union of Motor Insurers (RUA).

Between July 1, 2025 and June 30, 2026, insurers in Ingushetia paid out more than 4.5 times the premiums they collected once operating expenses were taken into account. This was the highest figure in Russia, although it fell by 38 percentage points over the year. The average insurance payout in the republic reached 255,000 roubles.

Four other North Caucasus regions also ranked among the country's five worst performers. Dagestan ranked third after Ingushetia and Primorsky Krai, with a loss ratio of 180%, up seven percentage points year on year. The average payout there was 158,000 roubles.

In Chechnya, the ratio stood at 165%, with an average payout of 179,000 roubles. In Karachay-Cherkessia, it was 157%, with an average payout of 169,000 roubles. Four of the five Russian regions with the highest MTPL loss ratios are in the North Caucasus Federal District.

The problem extends across the entire North Caucasus. The Russian Union of Motor Insurers also included North Ossetia, Kabardino-Balkaria and Stavropol Krai among the regions where payouts and insurers' expenses accounted for at least 100% of premiums collected. The published statistics did not provide exact figures for those three regions.

None of the seven regions in the North Caucasus Federal District had a ratio below 100%.

By comparison, the average loss ratio across Russia during the period was 94%, up 12 percentage points from a year earlier. The ratio reached or exceeded 100% in 43 of Russia's 89 regions.

Russian Union of Motor Insurers president Evgeny Ufimtsev warned that the situation could lead to higher MTPL premiums. When payouts exceed premiums collected, insurers operate at a loss and may raise the average cost of policies.

Among possible ways of reducing losses, Ufimtsev cited tackling insurance fraud, limiting payments above standard policy limits and using road cameras to check whether vehicles have valid MTPL insurance.

The North Caucasus has faced similar problems before. According to RUA data for April 2025 to March 2026, Dagestan had the highest proportion of MTPL policies transferred to the reinsurance pool as high-loss contracts, at 75.3%. The figure was 48.8% in Ingushetia and 48.7% in Chechnya. In all three republics, however, the share of such policies had fallen compared with the previous year.

The latest figure of 467% for Ingushetia is particularly striking because it differs sharply from the 265.2% recorded for the first six months of 2026 alone.
