On April 9, Georgia celebrates the Day of Adoption of the Act on the Restoration of State Independence and National Unity, Civil Harmony and Memory of the Dead.
Today, the victims of the dispersal of thousands of rallies in Tbilisi in 1989 are being commemorated in the country. At that time, 21 people were killed and hundreds were wounded. On that day, the Soviet army used tanks and poison gas to kill a peaceful demonstration for independence.

Azerbaijan ignores implementation of ECHR decisions

The Council of Europe published a 2022 report on the implementation of the decisions of the European Court of Human Rights (ECHR). Azerbaijan had 285 pending cases, compared with 235 in 2020. The remaining ones include materials against prominent activists: Anar Mamedli, Intigam Aliyev, Khadija Ismailova, Leyla Yunus, Arif Yunus, Ghiyas Ibrahimov and Bayram Mammadov. The Azerbaijani authorities have not yet overturned their sentences or acquitted the complainants.
Seven cases related to violations of freedom of expression, three to the lack of effective investigation of death or ill-treatment, two to violations of freedom of assembly and association and one to arbitrary expulsion.

Full payment of fair compensation awarded by the ECHR in 2022 was made by the Azerbaijani authorities in 38 cases. Applicants in 45 cases are expected to pay in full, although the deadline set by the court has expired.

The ECHR’s decision in 2019 to pay 10 million euros to Georgian citizens deported from Russia in 2006 has not yet been implemented. This was reported by the Council of Europe in its report on the implementation by member countries of the European Court of Human Rights ruling.
